Legal Representation

In this case, Edward Ng & Partners acted as legal counsel for Liu Ting Jun, one of the four accused persons. Lawyer Edward Ng represented Liu during the proceedings before the Penang Sessions Court, including the application for bail.

Four Chinese nationals, including a woman, have pleaded not guilty to charges of allegedly kidnapping a 72-year-old Singaporean man at Penang International Airport in Bayan Lepas.

The four accused — Liu Ting Jun, 46, Huang Jin, 39, Wang Hao Yu, 32, and Guan Siqi, 24 — appeared before the Balik Pulau Sessions Court on September 10, 2026. The charges were read to them in Mandarin before Sessions Court Judge Ahzal Fariz Ahmad Khairuddin, and all four claimed trial.

According to the charge, the accused are alleged to have acted together to abduct and wrongfully confine Singaporean national Quek Aik Teng at Penang International Airport at approximately 4.15pm on July 26.

They were charged under Section 3(1) of the Kidnapping Act 1961, read together with Section 34 of the Penal Code. If convicted, they face imprisonment of between 30 and 40 years and whipping.

During the proceedings, the prosecution urged the court to deny bail, citing the seriousness of the alleged offence and the wider public interest. The prosecution also informed the court that confirmation regarding the passport details of the four accused was still being sought from the Immigration Department.

Lawyer Edward Ng represented Liu Ting Jun and applied for bail on his client’s behalf. He submitted that Liu had fully cooperated with the police during his detention and that a distant relative living and working in Malaysia was prepared to act as surety.

The other three accused were represented by counsel Azizul Hilmi Zulkifli, who also sought bail. The defence indicated that the accused were prepared to surrender their passports, report periodically to a local police station and comply with strict conditions imposed by the court. The proposed conditions also included refraining from contacting the alleged victim or prosecution witnesses.

After hearing submissions from both sides, Judge Ahzal Fariz Ahmad Khairuddin rejected the bail applications. All four accused were therefore denied bail.

The court fixed October 15, 2026 for the submission of documents in relation to the case.

The charges are understood to be connected to a police operation conducted on August 7 at a residence in Taman Amira, Alor Setar, where authorities were attempting to rescue two alleged kidnapping victims. During the operation, two foreign suspects were killed in a shootout with police, while six other individuals were subsequently detained to assist with the investigation.

The four accused have pleaded not guilty and remain presumed innocent unless and until proven guilty by a court of law.
