Understanding the BSK Investigation Division
1️⃣ What Is BSK?
BSK is the Investigation and Enforcement Division under the National Registration Department (JPN).
Its primary role is to investigate offences and suspected violations under the relevant registration laws and regulations.
2️⃣ Main Functions
📌 Investigating suspicious documents and their usage
📌 Handling complaints from members of the public
📌 Conducting joint operations with other government agencies, such as the Police and Immigration Department
📌 Referring cases for prosecution in court upon completion of investigations
3️⃣ Risks Associated with False Birth Documentation
In certain cases, the birth certificate held by the child may be genuine.
However, the supporting birth documentation used to obtain that birth certificate may be fraudulent, for example:
📌 Documents not issued by a qualified medical practitioner
📌 Documents not issued by a recognised hospital or medical institution
In such circumstances, although the birth certificate itself may be authentic, the underlying application process may still involve legal violations.
4️⃣ How Are Such Cases Discovered?
Issues commonly arise when a child reaches the age of 12 and applies for a national identity card.
Counter officers undergo facial recognition and identity verification training.
If significant discrepancies are observed between the child’s appearance and that of the registered parents, the authorities may:
📌 Suspend the identity card application process
📌 Refer the case to BSK for further investigation
5️⃣ How Long Does It Take to Receive a BSK Letter?
Generally, approximately 2 to 4 months after an investigation has commenced, BSK may issue a notice requiring further attendance.
The letter will usually require:
📌 The parents to attend the investigation
📌 The child to be present
📌 Relevant documents and information to be produced for verification purposes
