Malaysian Citizenship & Stateless Children Special Series | Changes to the Age Threshold for Article 15A Citizenship Applications
Key Policy Change
📌 The age limit for citizenship applications made under Article 15A of the Federal Constitution will officially be reduced from 21 years old to 18 years old.
📌 The new policy will take effect from 1 June.
Practical Impact on Affected Applicants
Applicants at the 18-Year Threshold (Borderline Cases)
📌 If an application is submitted before the applicant reaches 18 years of age but is subsequently rejected, the applicant will permanently lose eligibility to apply under Article 15A.
📌 Once the age limit has been exceeded, a fresh application under Article 15A can no longer be made.
Success Becomes Critical
📌 If an Article 15A application is unsuccessful, the applicant may have no option but to pursue citizenship through the much more complex and lengthy naturalization process.
📌 Compared to an Article 15A application, the naturalization route generally involves stricter requirements and greater procedural complexity.
The Burden of a Prolonged Waiting Period
📌 Even where the application has been submitted before the age of 18, applicants and their families may still face years of uncertainty while awaiting a decision.
📌 Given the often lengthy processing period, many families experience significant emotional and psychological stress throughout the waiting process.
