Malaysia Birth Registration Q&A | Guide to Obtaining a Birth Certificate
How soon after the baby is born must the birth be registered? What documents are required? What happens if the 60-day deadline is missed?
Here is a guide covering the frequently asked questions about birth registration in Malaysia 👇
1️⃣ What is *Daftar Kelahiran*?
It is the birth registration process for newborns to obtain a birth certificate. This serves as the foundation for securing official identification documents.
2️⃣ When should it be done?
Registration must be completed within 60 days of the child’s birth.
If more than 60 days have passed, only a “late registration” (*Daftar Lewat*) can be processed.
3️⃣ What documents are required?
Parents’ birth certificates, identity cards (IC), and marriage certificate.
If one parent is a foreign national, their passport is required.
Only one parent needs to attend; the document is issued on the spot.
4️⃣ What is late registration?
Registration that takes place more than 60 days after the birth.
| Compare | Standard Registration | Delayed registration |
|---|---|---|
| Parents attending | Just one party | Both sides want it |
| Witnesses needed | unnecessary | Two people needed |
| Date of obtaining the certificate | on the spot | 3–6 months |
5️⃣ What additional documents are required for late registration?
Passport-style photo and full-body photo of the child
School enrollment certificate (for children aged 7 and above)
Proof of residence from a local community leader or elected representative
Maternal prenatal check-up records
Utility bills (electricity/water) for the residence
6️⃣ Will the child have citizenship if the parents are unmarried?
Mother is a Malaysian citizen → Child acquires citizenship
Both parents are citizens but unmarried → Both parents must be present for the process
Father is a citizen, mother is a foreign national → Child is a non-citizen
7️⃣ What if the child is born abroad?
Register at a Malaysian embassy or consulate; a “Borang H” form will be issued.
✅ New regulation (effective June 2024): If the mother is a Malaysian citizen, the child automatically acquires citizenship even if born abroad.
8️⃣ What if the outcome is not citizenship?
You must apply for citizenship separately.
Birth registration is the first step toward obtaining legal status; it is recommended to complete it on time to avoid future complications.
